I am wondering, where to find the total number of available (only) stocks (excluding assets) in this website and how to write a rebalancing algorithm.

When you select Equity -> United Stated -> Share Price, it will show the information you are looking for.
Concerning rebalancing algorithms, you can take a look at examples in the QuantConnect University.

Appreciate your reply. I am totally new to algorithmic trading. I have few questions on how to setup and run a new algorithm. I have gone through few code snippets, I couldnot figure out whats really happening, Can you let me know where to start and how to proceed.
