Is there a charge for people with accounts with Oanda?

Correct. Since November 2019 OANDA accounts are no longer sponsored by OANDA brokerage and standard rates apply.
Apologies I see the home page of the website has not reflected that change yet. We're in the middle of a redesign there I'll make sure it gets updated.
