Hi Michael!
It was recently added to enable python Portfolio Construction models implementations to specify a rebalancing function to the base C# PCM, since using a constructor argument was not possible, more information at SetRebalancingFunc.
Users should not be required to call it though since the python PCM implementations accept a rebalancing parameter as a constructor argument, which can be a Resolution, timedelta, DateRules or custom method. All of which are currently converted into the rebalancing function. The rebalancing function itself allows returning the next expected rebalance time for a given algorithm UTC time.
