Is it possible to get a list of U.S stocks that have the top gains by % since previous nights close in QuantConnect? Similar to the market scanner from IBKR. It seem that any selection for trading stocks are to be made from a pre-defined list and not the entire market.

Universe Selection is one method to make a Universe that isn't fixed. Furthermore, please refer to this post for an example of a Gap Up strategy.
