New to QunatConnect. Can I put this log access URL to a browser to view the log file?

You don't need an extra tool to view the log. It's a .txt file, so should be able to view the log file with any text editor.
The error message "The request does not meet the security criteria." indicates that you have been logged out in the meantime. Have you already tried a hard refresh in your web browser?

Backtest logs are secure links, you must be the authenticated user to access the logs.
